Penn is a recurring character in the second and seventh seasons. He is portrayed by Luc Roderique and debuts in "Reapercussions".
He was a member of Trikru and he later transcended with the rest of the human race.
Early Life[]
Penn was born on Earth and became a warrior for the Trikru at some point in his life. He follows the orders of Chief Indra of Tondc.
Throughout the Series[]
In Reapercussions, Penn is with Indra and a few other Grounders making a plan to free their people from the Reapers. Octavia interrupts them and asks to help, however, Indra orders the Grounders to kill her. Penn and the others begin chasing after her in the woods but she escapes by hiding. Later on, Penn is seen with the other Grounders near the Reapers' tunnel entrance. Penn disapproves of the plan because he does not believe they stand a good chance since Artigas is young and Tomac is injured, however, Artigas objects and says that he can fight. Penn then asks if he can fight a Reaper but before he gets an answer Indra silences them. Once Octavia reappears, Indra allows her to be the bait for the Reapers while Penn and the others hide in the woods and wait for the Reapers to come. Once they do, Penn participates in the fight against the Reapers and eventually ends up freeing his people.
In Survival of the Fittest, Penn journeys to Camp Jaha with Indra and many other Grounders in order to train for the upcoming battle with Mount Weather. Once inside Alpha Station, Penn starts to accuse Murphy because he "just stood there" while Finn massacred his village. Murphy tells him he doesn't speak "Grounder" and the two get into each other's faces before Kane orders Murphy to apologize. Murphy refuses and Kane gives him two day's work detail. Penn tells Murphy that he will burn just like Finn. This angers Murphy and he swings at Penn, leading to a brawl between the Sky People and Grounders. Later, Penn watches as Kane uses a gun and seems impressed. Kane offers Penn the gun and asks him if he would like to try, however, Indra interrupts and scolds Penn and tells Kane that the Grounders don't need the Sky People's weapons.
In Blood Must Have Blood (Part 1), Penn is sent out by Clarke and Lexa as a part of their plan to take down Philpott Dam's turbines and helps Raven and Wick get inside. He shoots and kills a Mount Weather Guard with his bow.
In Nakara, he has been put in charge of watching Sheidheda by Indra. After Sheidheda talking to his guard causes Indra to dismiss the man, she orders Penn to only have Trikru warriors guarding the prisoner. Penn later allows Nelson to visit Sheidheda, asking the man to shut the Dark Commander up.
Before The Queen's Gambit, he went with Indra to look for Clarke Griffin, Raven Reyes, Jordan Green, Nathan Miller, Niylah and Gaia.
In The Flock, he and Indra return to find that Nikki has taken over. Penn takes part in the rescue mission of the prisoners, killing one of the Children of Gabriel and ordering Nikki to surrender which she does. Penn stands guard over the door to the Great Hall in the Palace while Sheidheda slaughters most of the Sanctumites, refusing to let Murphy in except on Indra's word. Unlike Knight and two other Wonkru members, he and the other guard does not kneel before the Dark Commander.
In A Little Sacrifice, Penn is with the rest of Wonkru when Sheidheda makes an announcement about his resurrection and Indra's deception. Though shocked, Penn follows Indra in hunting down the Dark Commander and later bows to him only on Indra's order. After Indra collapses from her wounds, Penn tends to her.
In Blood Giant, as a Red Sun eclipse occurs, Penn and some of Wonkru make their way to where Eric Jackson is treating patients in order to take them to Ryker's Keep for safety. Jackson gives Penn instructions before they are interrupted by Gabriel Santiago. Jackson reassures the men and has Penn and the others take his last patient to the Keep as Jackson goes to follow Gabriel.
In The Last War, Penn joins the rest of Wonkru and the surviving Eligius prisoners in distracting the Disciples. Along with the rest of the human race, Penn achieves Transcendence when they pass the Judge's test.
Personality[]
Penn is shown to be strong and brave and this is supported when he helps fight off the Reapers in "Reapercussions". He also isn't afraid to speak his mind and this is shown when he questions Indra's plan to attack the Reapers. He can also be aggressive and this is shown when he picks a fight with John Murphy in "Survival of the Fittest".
Years later, he's shown to be one of the Wonkru members who remains unquestioningly loyal to Indra even with the resurrection of the Dark Commander and he's trusted by Indra without question, though she doesn't inform him of Sheidheda's resurrection. Notably, he doesn't kneel when the Dark Commander's resurrection is revealed and remains loyal to Indra, only working for Sheidheda because Indra told him to. His distrust of the Sky People also appears to have diminished as Penn trusted Eric Jackson enough to immediately lower his gun when Jackson identified Gabriel Santiago as not being a threat. Additionally, while he blocks Murphy's entry into the Great Hall because Indra told him not to let anyone in, it's without much of the previous hostility that he had shown towards the young man.
Physical Appearance[]
Penn has brown eyes, short brown hair that is mostly shaved, and brown skin. He is tall with a muscular build. Unlike most Grounders, Penn has no visible tattoos, but he has two scars on his face.

- Penn used a bow and arrow as his weapon on Earth. He showed interest in using a gun, but was stopped by Indra.

- He and John Murphy start a fight between the Sky People and Grounders in "Survival of the Fittest".
- Penn's name came from Pennsylvania Avenue in Washington D.C.[1]
- Penn returns in Season Seven after having been absent since Season Two, meaning that he survived 6 years in the Second Dawn Bunker and the Second Nuclear Apocalypse.
- Penn, Indra, Echo, and Emori are the only characters introduced in Season Two that are known to be still alive.
- Of that group, only Penn remains transcended.
